Method
- Toss the sliced steak with the soy sauce, Shaoxing wine, and cornstarch, and let it marinate for 15 minutes.
- Heat the oil in a wok until nearly smoking, add the cracked peppercorns, and stir-fry briefly until fragrant.
- Add the steak in a single layer and sear hard without stirring for the first 30 seconds, then toss quickly until just cooked through.
- Add the bell pepper and toss for another minute, just to soften slightly while staying crisp.
- Spread a little hoisin on each warmed pancake, pile on the pepper steak and pickled radish, and wrap tightly to serve.
Substitutions
- Chinese pancakes: thin flour tortillas, warmed briefly in a dry pan, make a reasonable stand-in when Chinese mandarin pancakes aren't available.
